Compliance Manager

Compliance Manager – York Pullman Bus Company Limited.

York Pullman Bus Company Ltd is seeking a Compliance Manager based at their principal site facility in York.

This is a senior management role and is full time (minimum) 40 regular hours per week [no shifts] working Monday to Friday 08:00hrs to 17:00hrs.

  • Job Description

Working with other managers within the business in ensuring that the policies and standard operating procedures are in place, up to date and being correctly implemented.

Ensuring that these policies and procedures deliver first class service to our customers and meet and exceed the requirements of the regulatory authorities at all times.

  • Principal Elements of the role for Compliance Manager

Driver Inductions – To work closely with the HR manager to ensure that the Company induction procedures remain fit for purpose, reviewing at least annually.

Training – To work with the HR Manager in ensuring the following:

  • appropriate training is completed for all drivers
  • that drivers understand and know our operational policies and have access to the same
  • that drivers can operate all necessary equipment associated with their daily roles
  • that all drivers hold a valid CPC qualification
  • to manage registrations and maintain the courses registered with the DVSA
  • to actively take part in conducting some of the training.

Driving Licence & DBS Checks – To work with other member of the Management team in ensuring the following:

  • monitoring and maintenance of valid driving licences at all times
  • monitoring and maintenance of valid DBS Checks with the relevant authorities
  • to assist in the driver licence renewal process where required
  • to oversee the provision of safeguarding training for all drivers and escorts

Operational Procedures – Working with the nominated members of the Management team in ensuring that operational procedures are working and compliance is maintained.  These procedures include

  • the auditing of First Use checks by driving staff
  • completion of random drug and alcohol checks
  • ensuring correct information is available to drivers
  • ensuring the correct use of the Coach Manager and Vehicle Maintenance Systems

Workshop Procedures – Working with the workshop manager to ensure the following

  • that all safety inspections are completed within the required time-frames
  • that paperwork is completed correctly by driving and maintenance staff
  • monitor and ensure the timely rectification of defects
  • check the expiry dates of MOT tests, vehicle excise duty and equipment certifications
  • to ensure correct completion of wheel torque logs and similar systems.
  • to attend workshop maintenance meetings

Tachographs – Working with the relevant member of the team, ensure the following

  • that all driver cards and vehicle units are downloaded within set time-frames
  • to oversee and manage the tachograph analysis and infringement process
  • to ensure correct investigation and allocation of missing mileage

Audits – To work with internal and external bodies in the completion of audit processes for:

  • First Group
  • DVSA Earned Recognition
  • Guild of British Coach Operators
  • Local Authorities
  • Rail Replacement companies
  • Completion of paperwork for compliance assurance for individual customers.

Risk Assessments – Working with managers and other H & S specialists, manage the process of

  • health & safety risk assessments
  • workshops risk assessments
  • operational risk assessments
  • route risk assessments

Operators Licence – To manage the Vehicle Operators Licence, including the following

  • to maintain the fleet list on VOL
  • to manage administrational tasks including declaration of operating centres
  • to manage the transport manager refresher programme
  • to oversee and manage the Operator Licence renewal process as appropriate

Procurement – Directly manage the procurement process for home to school, bus services and other contracted services including

  • Ensure the company is registered on the various procurement portals
  • Manage the Local Authority tender process
  • Manage the company’s registration on the central Digital Platform
  • Person Specification

Key Requirements [essential]

  • Must have 5 years direct operational experience, including scheduling of drivers, drivers’ hours regulations and ideally including experience of working tachograph analysis software.
  • Must have some experience of a workshop environment, in particular the systems for maintaining vehicles in a roadworthy condition.
  • Must have some experience of risk management processes generally in a commercial environment

Beneficial Requirements [preferred but not essential]

  • To hold a Transport Managers Certificate of Professional Competence and where more than 5 years old, have completed recent refresher courses or;
  • Be prepared to work towards completing a Transport Managers Certificate of Professional Competence
  • A current PCV driving licence would be an advantage
  • Have sufficient experience to be able to deliver simple training and manage the training programme
  • Have experience of formal risk assessment processes along with the subsequent actions that follow
  • IOSH/NEBOSH qualifications [or similar] an advantage
